10th Dublin Kilternan – Guidelines (draft) The purpose of having this set of guidelines, is to ensure that all leaders, scouts and parents understand what is expected of them. • Attendance – No scout should miss more than 3 consecutive meetings without informing the leader – Leaders who miss more than 3 consecutive meetings should inform the Section Leader. – If a scout or leader misses more than 50% meetings in a 12 week period, this would be brought up at Group Council for a decision to ask the member to leave. – It is expected that if you are going to miss any event / meeting that you contact one of the leaders (e.g. text) as soon as possible • Bad Behaviour – Behaviour that is deemed inappropriate can result in suspension or expulsion from the group with no refunds. – Examples of Bad Behaviour: Bullying, Bad Language, Negativity – If a scout or leaders behaviour is taking up a inordinate amount of time, then this person could be asked to leave. • Time Keeping – While it is understandable that a person can occasionally be late, some people are regularly late coming to meetings and events. As a matter of courtesy if you are going to be late, text the leader and let them know. It is also unacceptable for parents to be late when collecting scouts from meetings or events. • Meetings – Meetings can take place in the den or any other site. ~When planning the use of an alternative site, there should be at least one week notice to all in that section, and the site should be fit for purpose. – Generally, only members of the section should be in attendance. (example cubs only at cub meeting) Note: there will be cross section activities where members from 2 or more sections will join together. – Members of other sections or leaders should be invited (with the exception of Group Leader/Assistant Group leader or senior member of Scouting Ireland) – On occasion a non member child of a leader could be present (once ratios allow) – the child should not partake in activities. – Members of Scouting Ireland are insured to be present at meetings, however it is not recommended the older children should partake in activities (example a cub or scout taking part in beaver activities) • Activities – Generally, only members of the section should be in attendance, unless otherwise planned. – Parents/scouts/leaders/others can request to be a part of the activity, however it is the section leader who decides if that individual is welcome to attend. – Requests for Children (whether members or non members) to take part can be approved, if the section leader deems that it is appropriate. • Suspension – Normally a verbal warning would be given to the person who has misbehaved – A second warning would be noted to the section leader. – Third warning and the section leader would have the right suspend a person. – If the action is deemed serious enough then the section leader would have the right to suspend a person (without a verbal warning). • Expulsion – A scout or leader could be expelled from the group via a group Council decision • Escalation – If someone has an issue where the guidelines have or have not been followed, then their first point of call would be to log with Parents and Friends Group. This will then be highlighted at next Group Council meeting. – IF the issue is deemed more important a request to the secretary of the group council can be made to call an EGM. |
